Not quite the same.  The date was chosen per Lincoln.  It really 
isn't the Harvest Festival that it appears to be.

Trick or Treating has been pretty much legislated out of existance.  

It used to be a lot of fun when I was a kid.  Even as a young 
adult, it was fun and still safe.
