Is the CD indicator "grey" on the modem status bar when D'Bridge starts up?

If it is, then either the Fossil driver you're using or the modem-control 
file is forcing the carrier-detect (CD) signal on or high, which is how the
mailer determines a connection is established. Either make sure &C1 is part of
the modem-init string in the modem control file or check the Fossil settings.
