 Since those on welfare have tended to be on it for a reasonably
 short time over the last couple decades, and that long predates
 the 1995 welfare deform act, it would be absurd to make such a
 permanent change for a temporary situation.

 OTOH, if you count everyone who get some benefit from the govt,
 then you have a setup for revolution.

 Sterilization has, in the past, been a prescription for those
 not liked by those in power. Let that become law and you can see
 the revolution bloom.
