Yes, I do know, which is why I mentioned those half-way houses in my
message.  I also mentioned my opinion, one I share with others, regarding
those places.

I don't think the government gave it any thought at all.  It saved money
and got the do-gooders-but-not-really off their backs so they probably
didn't care what happened to them.
