Sysops have done a lot customization in this area but the stock file should be:

 c:\wc5\http\errors\unauthorized.wct

the files will range in date from around 2002 onwards so you may have

 c:\wc5\http\errors\unauthorized.htm

rather than .wct.  The same applies for the other stock \error templates
