I've gone as far as calling my local congress person (DC no less) they
shuffled me back to local reps, and they send me to the "Humane" society, who
tells me that I need to contact my congress person ... WTH!?!?!?

Neighbors did receive a visit from the local PD and Humane society and the dog
at least is not out at night any more.  I was getting woke up by his barking
at 3am every night.  Now they close the garage door on him and I don't hear
his barking ... don't know if that is better or not, but at least there is
more protection for him now with the door closed.  It's a start, still have a
little more they can do.
