Not sure exactly of what the specific circumstances are, but I do know that when I got my last 2 pups from a breeder, The mother had 12 pups. For some reason more than half were born with hernias. I had been one of the first to put down a deposit on the pups from these two parents before the pups were born. Good Stock for what I was looking for in pups. Anyway, when the puppies were born, She said I had the pick of the puppies. She told me of the Hernias. In this case, she would deduct the cost of hernia repair from the price of the puppy if I picked one with a hernia. I checked with my vet and she was right on. She is what I would consider reputable, so I think it is probably right to expect that they pay for the hernia if it is something the pups were born with. Thats just my experience, it seems only fair. You want to buy a puppy, not buy a puppy with an obvious problem that will cost You money to get fixed. Have a good One!
