Yeup. But it can be shown to their IP that what they're doing is in
violation of the echo rules. That may be taken seriously and the posts
deleted from the site. Which requires a diplomatic approach from the mod
and an open minded IP admin...

That is against the present RC19's mandate that you get the regional
echoes from him. Only he can route it through a non-regional node.
