HI folks,


IT appears some text has changed in the way the noaa folks
are doing hurricane bulletins, etc. triggering some errant
automagic posts, which should only happen either if operator has  caused them,
or we have warnings or watches effecting
land for these.

We've fixed that for the itme being while I do some
tweaking, meanwhile, you shouldn't see them when there are
tropical storms and hurricanes running around by automation
until I've totally repaired this one.
