No,  they  need  wrapping  in the client software,
which becomes quite complicated with  the  various
quotation  prefixes.  This is why the task of for-
matting  is  properly  given  to  the  text   edi-
tor -- the   program  specialising  in  formatting
text, whereas the client should  display  articles
as-is.  My Groff may be using hyphenation and spe-
cial word-breaking rules to produce  an  aestheti-
cally pleasing text not meant to be rewrapped.
