Yes, I did this many years ago with that combination of software.

I haven't used any of those in years but if I remember right when I ran
"fastecho pack" (I was running in binkley outbound mode)  FE would route
netmail and pack it in the outbound and the mailer (binkd or Irex) would send
it.

The routeing was all handled by the tosser and handed off to the mailer to
deliver it.
