New ZC4

It is my pleasure to announce that the Zone4 sysops have selected
themselves a new Zone Coordinator (ZC4).

Fernando Toledo from 4:902/26 is the "lucky one".

If everything works OK he will appear in next Friday's world
nodelist (334).

I'm joining here my colleague ZCs Nick Andre and Scott Little in
wishing him the best of luck in this endeavour.

To everybody else maintaining links into Z4, maybe a good moment
to reflect upon your procedures.
