Unless I'm not looking in the right place, That link takes me to "All
workflows" and has no download links for precompiled builds.

When I click on the latest workflow, under jobs it shows 5 builds, but
clicking on them only shows the steps it took to build it. Unless one has to
be logged into github to download (I wasn't logged in at the time).
