I had to start fresh (or at least I thought I did).  I installed 2.31
The only way that I could get it to work was to delete all of the waiting tics
and packets 
in pxw.  When irex daemon started, it wanted to do a rescan and immediately
stopped.

It took a while to figure it out, but deleting the tics and packets did the
trick!  It would 
have probably worked with my 2.29 program if I had thought to do this 4 days
ago.
