not to block users but to ensure that at least one mailer node was available
during that period so that mail could be delieverd... many multinode systems
with mailers on all nodes allowed users online 24x7 except for the last node
in the huntgroup... if a multinode system had multiple numbers and they were
not in a huntgroup or performed "ringdown" to the next number, they could not
allow users like that...
