For now there are no plans for fileecho support because it's an out of date
technology from my point of view. 

But some sort of file hatching is supported in 2.12, that is still in
development: you can share photos/pictures via hotdoged, they will be placed
either in uue into the message text, or as an url via the server like
pics.rsh.ru (the scripts to support this picture hosting can be installed by
anyone).
