yes this is incomming translate, with should handle all valid fidonet
charsets, if hotdoged store all in utf7, it would be possible to reply more or
less to all desired fidonet charsets, utf7 is very nice and limit to keep 8bit
chars as multibyte, if it was utf8 all 8bit chars takes double on storage space
