one way to find out would be to take a look at the sources and see what user
agent is being used... then change it and see what happens... it may be that
the tool is identifying itself and a more generic browser UA could be used...

i just found the --dump-user-agent command line option... i don't see anything
that appears to allow one to specify a different UA...

$ /usr/local/bin/youtube-dl --dump-user-agent
Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like
Gecko) Chrome/73.0.3683.50 Safari/537.36

of course, YT might also be analyzing how the downloads are being done and
throttling based on certain flow patterns they are seeing...

but then i look at the following and wonder...
