I just did a check (youtube-dl -U) and I'm up to date with a version date or
2021.12.17.

That doesn't seem to me like they stopped development.

I do recall that they went through a hosting problem some time ago so that you
needed to reinstall youtube-dl because doing a 'youtube-dl -U' with the old
version went to the old server, which wasn't there anymore.
