I am sure the rules vary wildly between providers and locations but, assuming
this is a PON based service, it's possible that they would have a rule to
leave one port free on each splitter to move a customer onto in case of a
fault? Splitters don't tend to go faulty but you never know.

Some providers will also leave a reflector on one port of each splitter to
allow them to run OTDR tests, again not all that common but who knows?

I'd have thought the installer would know about either of these cases, though,
so my best guess would be admin error :)
