I am sure the rules vary wildly between providers and locations but, assuming this is a PON based service, it's possible that they would have a rule to leave one port free on each splitter to move a customer onto in case of a fault? Splitters don't tend to go faulty but you never know. Some providers will also leave a reflector on one port of each splitter to allow them to run OTDR tests, again not all that common but who knows?
