Most people in Russia cannot even get one *native* IPv6 address for their home
connection, let alone a static one. Well, probably not most but the majority,
I'm for one. I have not noticed ISPs here willing to adopt IPv6.

Mobile operators (mts.ru for sure) give you a dynamic IPv6 address for each
mobile device by default (to go together with an RFC1918 IPv4 address).
