broken Internet in Russia are related to our censorship.
If you ok with our internet censorship - you should be ok with suffering from
consequences.

He.net was blocked couple of times on TSPU level in some regions of Russia and
there is no way to get any official list of blocked resources (from nearest
TSPU).
