My first guess was that it was something like that. I am not going to comment
on the political aspects as that would be off-topic here.

The problems seem to be related to he.net. There are other nodes in R50 who's
he.net tunnel is not working. Dmitry Smirnov of 5010/252 is using a tunnel
from TUNNL-BROKER-NET-1. How about trying that one?

Or get your ISP to support native IPv6...
