Yes, because they assign IPv4 over NAT (with 192.0.0.4 local IP and 46.x.x.x
external IP), so IPv4-only networks are accessible this way.

Well, if they are actually providing IPv4 in form of DS-lite, they should
resolve IPv4 hosts into their native IPv4.
