First issue.  You need to downgrade to v2.29 of Internet Rex.  And VMODEM and
NetSerial are two different things as there is a product that has been out
longer than NetSerial called SIO for OS/2 that has a VMODEM.EXE virtual modem
driver that listens on port 23 and 3141 (for 8-bit vmodem to vmodem telnet
connections).

Again, try switching to Internet Rex to see if that helps.  And what are you
using to enter your filefix and areafix requests?  The BBS itself or
pxtools.exe?
