Aha! I had the message type for netmail set to .msg and was running fastecho
pack on them, making them unusable to irex.  Now that I've stopped packing
netmail, the gating is working.  I just have to figure out why my messages
aren't posting.  I think it's one of DKIM, DMARC or SPF records issues.
