I don't recall doing anything in particular.  Yes, 'smartquote' is enabled on
all my configured servers (all others are not public, like this one).  You may
care to revert to using your own quoter utility and look for any potential
undesired side-effects.

Alternatively, if you miss the freedom of the Fidonet quoting feature you
could administer your own JamNNTPd server.  ;)
