I checked your configs, only one thing: The msgbase type should be defined
just before path, but maybe smapinntpd has jam default if type is not defined.

jamnntpd                       N 2:335/364       /home/husky/msgBase/jamnntpd

 should be

jamnntpd                       N 2:335/364       !/home/husky/msgBase/jamnntpd
