It seems that your haven't applied the 'min/max' bugfix to your
smapinntpd. So your server always reports "no new messages".

Search for:

 sockprintf(var,"%s %lu %lu y" CRLF,g->tagname,min,max);

It should be:

 sockprintf(var,"%s %lu %lu y" CRLF,g->tagname,max,min);
