There are a few options. If you use Konqueror as a file browser, you can
right-click on the picture and choose Send To -> Mail Recipient. Same thing
for Thunar, but you probably won't have it installed. :)

Another thing you can do is use digiKam for photo management. digiKam *will*
resize photos for you when you choose Email Photo. And I personally rather
like digiKam in general. It's good stuff, and keeps getting better.
