received this nice reply from bgchanger's creator, Michael Bowman:

"bgchanger is for gnome. It won't work on xfce.

The command bgchanger runs is:
"gconftool-2 --type=string --set
/desktop/gnome/background/picture_filename some-image.jpg"

If that command doesn't change your desktop background, bgchanger
won't work. Sorry.
