Yes it does make sense, to me anyway, since for all intents, an ISO is a 
virtual CD/DVD, so IMO using create/burn iso is interchangeable, it should 
perhaps say burn iso to disk or burn iso to cd for further clarification 
but arguing about symantics does not help the OP. 

Simply trying the option would have answered the question. If it bothers 
anyone that much that uses the program more than occasionaly and it does 
indeed burn to HD rather than CD/DVD under that option, they should file a 
bug report.
