As of this writing I see 5.16-rc8 which is a release candidate if I am not
mistaken. The latest release is 5.15.12.

It's okay, other than by convention which has UTC as +00, but the above is
acceptable.

I believe the above is MUCH better output and note the '+' character in the
tz. Anyhow the above demonstrates that gentoo's timezone is fine.
