I assume you are using xrdp on your Debian.

According to some random Internet docs, xrdp will execute /etc/x
dp/startwm.sh, which will in turn try to execute ~/.xinitrc or /
tc/X11/xinit/xinitrc. In order to enforce the use of a desktop environment you
ought to edit ~/.xinitrc and have it launch your desktop.
