   Oh, this is a good point. I don't think we have to decide this in Policy   
   (we can leave it to Santiago to decide in base-files; I'm not sure if   
   there are special considerations for debconf prompting at that low of a   
   level in the package dependency tree), but I can see the merits in that   
   approach.
