   slepc4py demo tests fail when openblas is used on ppc64el.   
   Likewise this is the cause of the "random" failures reported here.   
      
   "Random" because slepc4py does not depend on openblas, but allows it   
   as an alternative.  Usually debci does not install it   
   (libopenblas-pthreads-dev) for slepc4py tests, but sometimes it does.   
      
   The problem is being monitored in openblas Bug#1126688
