   Discussion in upstream issue #1232 indicated the problem was   
   introduced in upstream PR#1177.   
   But the problem is not resolved by PR#1241.   
      
   So debian patch arm_revert_PR1177.patch reverts PR#1177 allowing arm64   
   to build (pass tests) as before. Severity can therefore be reduced.   
      
   Still awaiting a proper resolution in #1232.
