   When unlocking workstation, the error message "no logon servers" appears   
   frequently here. This and similar error messages are treated as though   
   they were incorrect password, when they are not. In particular,   
   such error messages should not:   
      
   * increment the logon failed counter   
   * pay the escalating wrong password block screen timeout   
   * attempt (uselessly) to lock the user account due to wrong password   
     count being too high
