You are describing Synchronet here http://synchro.net. There is also the
Synchronet wiki at wiki.synchro.net that is full of info about Synchronet and
BBS info in general.
I am running a new BBS called MagickaBBS http://magickabbs.com
Magicka has a web interface that you can use to read and reply to messages with
but the message areas can't be accessed without an account on the BBS.
You can see mine at http://trmb.ca
There are many choices for a linux based BBS, Mystic (no web interface for the
message areas) and Enigma 1/2 BBS http://enigma-bbs.github.io.
There are more too but I'll stop there for now.
