I don't know about LORD 4.08b, but I do have a LORD 4.07 for 32-bit Windows
that was given to me by Michael P (Z) back in 2005:

It's a 32-bit console mode Windows executable that uses Socket I/O or (for
WINS) DOOR32.DLL.

This version was never released and I've sat on this for over 20 years.
Hopefully some other LORD fans can make good use of it. The LORDCFG.EXE in
there is still 16-bit DOS, so requires a suitable environment/emulator to run
the configuration program.
