The ForceSubmit keyword in MAKENL.CTL will cause MakeNL to always submit a
segment, even if it has not changed. To use it, add FORcesubmit=1 to
MAKENL.CTL.

The OS/2 versions of 3.4.1 (both 16-bit and 32-bit) are working fine here.  If
there is a problem he is having, I need information to reproduce the problem,
such as .CTL files, contents of the MakeNL directories, OS/2 version, etc.
