ZC4's segments would still be processed correctly to the rest of Fidonet. It 
would only affect the full nodelists given back to zone 4 after they're fully 
processed and the new features have been implemented.

How many systems would it affect, honestly?

I've tried telnetting to every one of those zone 4 BBS systems as well as 
trying to telnet to their binkp ports (knowing that they're all listed as 
ICM, not getting a response from any of them wasn't very surprising) only to 
find one available most of the time, and that's the ZC. He's been around as 
well, so having him switch probably wouldn't be that hard, would it?

I guess I'm just not really understanding the huge delay we've had in trying 
to implement something as trivial as this. YMMV.
