 At your level that may be true. But those who prepare the initial segments,
 may find it usefull, they get the blame if their segment is dropped or
 mangled.  Makenl is not a ZC only tool, it is layed out, that a lowly node
 can adminster its own nodelist entry. That was never promoted by the
 powers that be, but it is there.

 Besides, makenl does not process the segments as presented, under some
 conditions lines are marked as errors.
