Why.  The FTSC documents general practice.  If it is only done in one zone, it
is not general practice.

Perhaps, but again, General practice, is what is supposed to be looked at.  The
fact that several stupid things were done previously does not mean that
something that might make a little more sense, should be accepted, just
because.
