Hello All.

I have MakeNL/2 working quite well with one minor exception. It doesn't seem
to send notifications on receipt of a Net segment.  I have 3 verbs set:

NOTIFY SELF
NOTIFY ERRORS
NOTIFY RECEIPT

What am I missing here?
