R17C has successfully submitted a segment with -Unpublished- in the RIN
section of his segment.

I've posted a note to the other ZCs that Zone 1 is ready,

Just waiting for the other ZCs to acknowlege that message in ZCC before
turning on ALLOwunpub over here, then I'll have all Z1 RCs make the change
permanent.
