So inactive .tic files would be ones that have already been sent, and at
least in more recent versions get automatically cleaed up? (That was one of
concerns as lots of tiny files can really jump up inode usage...)

Hmmm... I don't think I've really checked all of those, so I'll be
reviewing their contents.
