Both, when a new user is added first it is added into passwd having set up a home directory, with a special shell command then it sets up the user in it own databases. The directory used for users is in /opt/mbse/home if using the default PREFIX settings as defined using configure during build. Personally as I can run multi boot partitions across different drives I use /home/mbse instead of /opt/mbse.
