Permissions.  It was me talking it over with Vincent in FN_Sysop...

From memory... After the setup script finished, I logged in as the MBSE
user: Lubuntu forgot what that MBSE user had access to.

I've got to repeat the experiment again, later in the year.  I have other
tasks.  :)
