Frankfort does not have city wide Wi-Fi, but there are zones downtown. I know there is one along Broadway, for example, out in front of the Old Capitol. It is there for the homeless and for the folks who congregate down there for the summer concerts and bourbon events. I never thought to try it but, during good weather, I guess it would not be a bad place to go sit and work (or BBS) for an hour or so.
